The van in our picture is on the lookout for vehicles that need to be recovered for one reason or another. It has closed-circuit TV cameras on the roof to spot and evaluate registration numbers automatically, using an on-board database. It is being operated by Collect Services, a leading firm of enforcement agents.

The vehicle search function is one of many that have been either created or streamlined with the use of a software package called Collections, which has been built by the company in association with MapMechanics. This unites the resources of the GeoConcept GIS and TruckStops, the routing and scheduling system.

At its heart, this is a planning system for creating efficient journeys for enforcement agents. Lately new features have been added, such as statistical analysis on 'gone away' addresses, and a feature called 'sweep', which allows the company to plan journeys that include the whole of a target area (west London, for instance).

When implemented, the system is said to have brought a 30 per cent reduction in fuel used by enforcement agents, plus a 45 per cent saving in staff costs.
